Our Mission

Water Representations

The Water Task Force Consultancy (WTFC), organized by the Center for the Regional Economy at Saint Mary's College, has been commissioned by the Contra Costa Economic Partnership and the Contra Costa Council Water Task Force to conduct a pilot study and to prepare a report on business water user response to a potential disruption in the water supply in Alameda and Contra Costa counties. The specific scenarios to be investigated are:

  1. Scenario 1: Slight Reduction
    Assume that your water utility experiences a situation requiring this facility to reduce its water usage by 15 percent from its normal usage for a period of six months. The facility would have some advance notice of the reduction in water supplied.
  2. Scenario 2: Significant Reduction
    Assume that your water utility experiences a situation requiring this facility to reduce its water usage by 35 percent from its normal usage for a period of six months. The facility would have some advance notice of the reduction in water supplied.
  3. Scenario 3: Extended Slight Reduction
    Assume that your water utility experiences a situation requiring this facility to reduce its water usage by 15 percent for a period of up to three years. The facility would have approximately a three-month warning of the cutback in water supply.
  4. Scenario 4: Extended Significant Reduction
    Assume that your water utility experiences a situation requiring this facility to reduce its water usage by 35 percent for a period of up to three years. The facility would have approximately a three-month warning of the cutback in water supply.

A preliminary report was made at the Saint Mary's College State of the Economy Conference in May, 2006. The final pilot study, reported on this site, was submitted in September, 2006.

The study is intended to set a framework for shaping public perceptions of water supply and consumption patterns in the East Bay and for influencing public policy toward conserving and minimizing disruption to this significant asset.
